Managing Partner

Pete Sauerbrei

Pete co-founded Cityflats in 2019 with the goal of developing, acquiring, and managing institutional-grade multi-residential real estate.

Pete is heavily involved in day-to-day operations and acquisitions for Cityflats, while he also oversees the company’s strategic relationships, investor relations, and capital raising.

Prior to Cityflats, Pete was both a realtor and owner operator of his rental property portfolio, which began with single-family homes and progressed into multi-unit buildings and purpose-built rental apartments. Over the years he successfully executed, from start to finish, several value-add repositioning, major rehabilitation, and in-fill development projects.

Pete earned his degree in Business Administration with a specialization in finance from Eastern Michigan University. He has more than 15 years of hands-on investment experience in the multi-residential real estate sector and is integral to the growth and success of Cityflats.

Managing Partner

Graham Coe

In 2019, Graham co-founded Cityflats with the belief that making strategic investments in institutional-grade multi-residential real estate was the best way to grow and preserve wealth.

Graham is heavily involved in day-to-day operations and acquisitions for Cityflats, while he also oversees the company’s financial underwriting, debt financing, and deal structuring activities.

Prior to Cityflats, Graham worked for an institutional investment management firm where he focused on multi-residential investments and acquisitions across Canada. Previously, he held a similar role with a publicly traded company based in Western Canada. During his career, Graham has been involved in the acquisition and financing of over $1B in multi-residential real estate totalling +3,000 units.

Graham earned his degree in Management with a specialization in finance from Western University and his MBA from Smith School of Business at Queen’s University. He has more than 15 years of experience in real estate finance and is key to the investment activities and success of Cityflats.

Chief of Staff

Kelli Campbell

Kelli has been with Cityflats since day one. She has been working alongside Pete for nearly 10 years as a property manager, deal administrator, and asset manager.

Now, in her role as Chief of Staff, Kelli leverages her experience in property management and operations to facilitate relationships across our organization and manage day-to-day office operations. She also supports property acquisitions, capital raise activities, and assists in development coordination while simultaneously leading our sales, leasing and marketing efforts.

Kelli earned her Advanced Diploma in Business Administration & Marketing from St. Lawrence College. She has over 10 years of hands-on real estate experience and is critical to the day-to-day operations of Cityflats.

Vice President, Development

Duncan Bourke, P. Eng.

Duncan joined Cityflats in 2023 to help lead and grow our development business. As a key member of senior management, he is responsible for the detailed design, pre-construction coordination and construction activities of our development projects.

Duncan has more than 15 years of experience working alongside industry leaders, with a focus on design-build projects. Having consulted on a wide variety of structures, he also has extensive experience managing design-build operations and taking projects from inception to completion.

Duncan has a specialty in mass-timber design, but also has extensive experience working in wood frame, concrete, steel, and masonry across a design portfolio that includes multi-unit residential, mid-rise, schools, university buildings, community centres, botanical gardens, Indigenous centres, commercial buildings, museums, art installations and a wide variety of other residential projects.

Duncan earned his Bachelor of Applied Science from Dalhousie University and holds a Professional Engineers Designation (P. Eng.).

Vice President, Construction Management

Ian Edginton

Ian joined Cityflats in 2024 as the Director of Construction Management. In this position, he is responsible for leading new construction initiatives, managing daily logistics and ensuring the successful completion of all project deliverables.

With over 8 years’ experience in multi-residential construction, Ian is poised to play an integral role in the growth and development of Cityflats construction division.  During his career with Podium and PCL Construction, Ian successfully delivered over 900 units and 1 million square feet of construction and worked on a variety of projects including high-rise and mid-rise buildings, hospitals, museums, and residential structures. Ian possesses comprehensive knowledge across all facets of development including mechanical and electrical systems as well as steel, wood frame, and masonry construction.

Ian holds a Bachelor of Applied Science in Civil Engineering from Western University.

Director, Finance

Evan Vance, CPA

Evan joined Cityflats in 2023 to lead and grow our finance department. As a member of senior management, he is responsible for overseeing financial operations, budgeting, financial planning, and reporting, ensuring the organization’s fiscal health and compliance with financial regulations.

Evan has extensive public accounting experience working as a manager in a leadership role, providing strategic insights and ensuring compliance with industry standards. Evan has successfully managed diverse portfolios of clients across various industries, including real estate and financial services. His proficiency in financial reporting, risk assessment, and internal controls is invaluable in helping Cityflats optimize their financial performance and mitigate potential risks.

Evan earned his Bachelor of Commerce with Honours from the University of Ontario Institute of Technology and holds a Chartered Professional Accountant Designation (CPA).

Director, Real Estate

Jeff Finnegan

Jeff joined Cityflats as Director of Real Estate in January of 2024. As a member of senior management, Jeff is responsible for driving prudent growth within our firm through acquisitions, legal diligence, strategic relationships, and capital raising. As an Ontario licensed lawyer, Jeff brings a distinct and valuable perspective to our management team.

Prior to joining Cityflats, Jeff practiced law at a firm which specialized in real estate and business law.

Jeff earned an undergraduate degree in Political Science from Queen’s University and his law degree from Leicester Law School in the United Kingdom. He remains an active member of both the Law Society of Ontario and Kingston’s Frontenac Law Association.

Director, Asset Management

Conor Rodrigues

Conor joined Cityflats in 2021 and continues to play a key role in helping to support our business as it scales.

As Financial Controller, Conor is responsible for the corporate accounting systems and internal controls across our group of companies, as well as both corporate and project-level budgeting, financial reporting, and tax compliance. He also supports our fundraising and debt-financing activities.

Before joining Cityflats, Conor worked at a public accounting firm where he helped numerous corporate entities streamline financial operations.

Conor earned his Bachelor of Business Administration with a specialization in finance & economics from Lamar University and is currently pursuing his Graduate Diploma in Accounting at Queen’s University concurrently with his Chartered Professional Accountant (CPA) Designation.

Manager, Sales & Marketing

Lesley McClement

Lesley joined Cityflats in 2022 to support our sales and marketing activities. In addition to day-to-day interactions with clients and prospects, she is also responsible for coordinating brand design and development for Cityflats and all our projects.

Prior to joining Cityflats, Lesley worked at Queen’s University where she managed the Cornell-Queen’s Executive MBA Program. In this role, she coordinated and executed the delivery of the program and was the key liaison for students, faculty, and external stakeholders. Lesley earned her Bachelor of Health Sciences degree with honours from Western University and her master’s degree in marketing from Webster University in St. Louis.

Project Coordinator

Thomas Kerkhoff

Thomas joined Cityflats in 2023 to support the coordination and execution of our developments. In the role of Project Coordinator, Thomas is responsible for working with both external and internal stakeholders to ensure that our projects remain within scope, schedule, and budget.

Thomas has extensive experience in project supervision and property management, which are essential to the successful execution of our projects. Prior to joining Cityflats, Thomas was involved in several home construction and renovation projects, giving him the knowledge and capability to plan, implement, and monitor projects from start to finish.

Thomas holds a Bachelor of Applied Science (BASc) in Civil Engineering from Queen’s University. He received a Certificate in Property Development and Investing from the University of Cape Town and a Certificate in Business Sustainability Management from the University of Cambridge.

Project Accountant

Bryson McCulloch

Bryson joined Cityflats in 2024, to assist with the management of our accounting system and to provide support for our financing activities. Serving as Project Accountant, Bryson is responsible for analyzing project accounting records and implementing streamlined procedures for recording costs and budgetary data.

Prior to joining our team, Bryson gained valuable experience at Providence Care Hospital, where he played a pivotal role in preparing and maintaining accounting records, as well as offering clerical support to both management and patients.

Bryson holds a Bachelor of Business Administration from Laurentian University, with a specialized focus in finance and accounting.

Financial Controller

Ryan McLay, CPA

Ryan joined City Flats in 2024 to support and oversee operations in the Finance department. As Financial Controller, he plays a vital role in managing the company’s accounting systems and financial reporting, ensuring compliance with industry standards.

Previously, Ryan worked as a Senior Accountant in KPMG’s Audit division for three years, gaining valuable expertise in financial analysis, identifying opportunities and risks, and providing tailored solutions for both private and public sector clients. His work fostered diverse client relationships and emphasized the importance of meeting clients’ unique needs.

Ryan holds a Bachelor of Commerce with a major in Accounting from Saint Mary’s University in Halifax, Nova Scotia, and is currently advancing his professional development by pursuing his CPA designation.

Site Superintendent

Alexander Jelinski

Alex joined Cityflats in 2024 as a site superintendent for our Kingston developments. He is responsible for overseeing day-to-day operations, including scheduling, sequencing sub-trades, and tracking progress within the project’s scope, schedule, and budget.

With 13 years of experience in the construction industry, Alex has held positions such as Journeyman Carpenter, Foreman, Supervisor, and Project Manager. He has worked on a variety of ICI projects across Alberta, Saskatchewan, and Ontario. His experience includes work on one of Canada’s first biofuel cogeneration refineries, erecting cooling towers for gas, chemical, and refining facilities, heavy civil bridge construction, and mid-to-high-rise building construction. Most recently, he served as Foreman for an 11-story, 343-unit residential/commercial complex, overseeing the construction of concrete floors and walls.

Alex holds a Journeyman Certificate in Carpentry from the Northern Alberta Institute of Technology (NAIT) and is Red Seal certified. He is currently pursuing a BTech in Construction Management and Administration from the University of Alberta.

Site Superintendent

Eugene Sukholovskii

Eugene joined Cityflats in 2024 as a Site Superintendent. He is responsible for all site related activities including project execution, health and safety, and quality control and assurance.

During his 12 years of professional experience, Eugene has played a critical role in the execution and management of projects including oil and gas infrastructure, heavy civil works, commercial buildings, mid and high-rise residential buildings.

Eugene possesses deep knowledge in concrete, civil, and steel works, as well as comprehensive expertise in project and construction management.

Eugene holds a Master’s Degree in Engineering from Far Eastern State Transportation University.
